Aquarius is fixed air, which is a genuinely odd construction: ideas held with the immovability of a fixed sign. This is the source of the sign's most-noted paradox, that the zodiac's supposed radical is in practice one of its most stubborn placements. Aquarius does not change its mind easily. It simply arrived at an unusual position in the first place and will hold it indefinitely.
Both rulers are informative. Saturn, the traditional one, gives the sign structure, discipline and a real concern with how systems work. Uranus, the modern one, gives it the disruption, the sudden insight and the refusal to accept an arrangement simply because it is the existing one. The combination produces someone capable of both designing a system and refusing to be governed by it.
